Representational gap

Trade union membership is by and large drawn from workers who are employed in large-scale, stable workplaces such as factories and mines. This means that there is a representational gap - workers at the margins of the economy are excluded from participation in social dialogue and collective bargaining. This project, sponsored by the ILO, on the representational gap in micro and small enterprises in twenty countries began in September 2007.
